Health Canada's Programme
The only way to possess or cultivate cannabis legally
for medical purposes is with a license from Health Canada. After
over six years of the programme's operation, only about 2,000
Canadians have been granted legal exemptions by the government to
use cannabis medicinally.
The BCCCS does not require our members to have Health Canada
licenses, since there are many problems with the
programme that make it inaccessible to the vast majority of medical
cannabis users with legitimate needs.

"The regulations made in 2001 by Health Canada, even though they
are a step in the right direction, are fundamentally
unsatisfactory. They do not facilitate access to therapeutic
